[TSPStrategy] Change in allocation

Zweig model: Trend is now negative at the moment. Monetary and Economic indicators very positive. Changed allocation: 100 % C to  60% C, 40%F Trend could change to positive any time and I would potentially be whipsawed.

Just FYI. Do not act on this. Maintain your allocation. Rebalance according to your plan.
