Actually, the group recommendation (or at least what Sara has stated she is personally doing) is 100% I fund. Previously it was 100% S.  Another way of looking at it,  If TSP is your only retirement position, then saying "all in one basket is risky" has some merit.  If you or your spouse have other IRAs, 401Ks, etc. then you can diversify elsewhere. 

If had a 25 year horizon I would certainly be all in whatever TSP fund is "hot", and right now that is the I-fund.
