It's been a good 2 months for all TSP Funds since TSP Strategy switched to F on 8 March: S +5.42%; C +4.67%; I +4.15%; F +1.80%; G +0.30% Any mix of funds is up... for now.
It would have taken a lot of courage for anyone to stay 100% in S after the beating it took in 2015 (-2.75%) and again in 2016 through 8 March (-5.25%). S Fund still hasn't returned to the most recent high set on 1 December 2015 of 36.9242.
