Maybe, but it might also help explain why the F Fund continues its gentle rise. 

A sentence in the article reads, "If anything, demand is still high for U.S. Treasury bonds -- it's just coming from private investors." Presumably from selling off equities because of uncertainly about [fill in the blank with your favorite concern]. :-)
